rt 47132 for the upgrade.

This can't land until the upgrade has been done and tested everywhere, probably with a staged rollout across buildbot, *staging, then production.  That in turn needs coordination between a SA and someone sufficiently familiar with soyuz to know what to test and how to deal with the fallout.
