To clarify my position!  We don't want to change Gina because it doesn't help for general domination - I'd rather see us use the dominator here because if we change the domination rules then everything benefits.  There's also much less upfront work to support using it outside of the main publisher loop than making Gina changes.

Finally, publishing states don't mean a lot in Debian in LP right now, other than the DSD code.  So we're not breaking anything in Debian by not supporting the multiple published versions that they have in Sources.
