I found out talking to Curtis that the api uses field validation and hence the reason for an attempted transition to an illegal subscription policy is used by more than just the web ui. So the code to give a user friendly reason is still required even though the ui no longer needs it since the ui now only presents valid choices. I'll refactor the implementation accordingly.
