This is in a perl script (obviously), which has no tests at the moment.  (There might be tests that were lost when this was copied in to the lp tree.)  The particular change is in a function that is moderately self contained.  It would be possible to add unit tests but perhaps not trivial to add tests that are really representative.

So I think it would be ok to land this without adding a test suite at this point.
