Yeah, I hope to deal with the length of subscribers at some point too.

>From my unscientific sampling of projects on Launchpad they either have a lot of tags (~100+) or about 10 to 15. Maybe the 20 tags mark is a nice compromise on space and covering the projects with a small amount of tags. For projects with a large amount of tags that number will probably cover most (or all) of the popular tags.
