[Merge] lp:~jtv/maas/migrate-config into lp:maas

As per the model migration plan.  This moves maasserver.models.Config into its own module, together with its manager class and supporting definitions.

The only thing that this module exports is Config.  Everything else is private, although a few tests do import one or two items that aren't exposed to run-of-the-mill code.  Those imports now have to go straight to the new module, rather than to maasserver.models.

The associated tests are to follow in a few days (2012-05-11).
