Note that at the moment, after patches have been applied we only wait 30 seconds for streaming replication to catch up before flagging this as an error and bringing things back up anyway. This may or may not be fine in practice, but we should block for up to a few minutes until slaves that are currently streaming (not suspended) have caught up.
