Another option: swap 'Private' and 'Confidential'

USERDATA:
'Private'
'Only shared with users permitted to see private information'

PROPRIETARY:
'Confidential'
'Only shared with users permitted to see confidential information'

Then we can remove the disclosure.display_userdata_as_private.enabled feature flag immediately. And it fits with the terminology people have been used to for 'user data' bugs etc.
