You'd think so, but there are 8 mostly-Canonical projects with private_bugs and no commercial subscription at all (not even an expired one), and more than 30 projects that have private BVPs but no commercial sub. I think some commercial admins have been toggling flags on non-commercial projects. These cases are illegal and need to be fixed, but some of them are Canonical projects that definitely still want private by default, and we'd be negligent to set them back to public without checking first.
