Review: Needs Fixing

We can't really just change the default to Public -- that's really dangerous. The plan was to introduce a new sharing policy named something like Forbidden which allows no information types, and set that instead of changing the default. There's also not much point touching private_bugs, and I'm not sure if we agreed on whether to deactivate proprietary projects or not.
