Review: Needs Information code

Did you consider creating something like lazr.restful.declarations.export_relocation_operation as we do for export_destructor_operation? I think the name and owner atts in out interface should be clear that changing them changes the location of the object. This might also avoid the need to change lazr.restfulclient...it would work for everyone when we make the release.
