Andres, I've added a new file named maas_local_celeryconfig_cluster.py that will be used only by the cluster (as opposed to using the same file for the local config of the cluster and region controllers).  This is one step towards getting rid of maas-common:

Upstream branch: https://code.launchpad.net/~rvb/maas/split-custom-config/+merge/127112
Packaging branch: https://code.launchpad.net/~rvb/maas/add-local-cluster-config/+merge/127114
(the bzr revision will need to be updated once the upstream change will be landed.)

I've tested the package (see ppa:rvb/maas) and it seems to work ok but could you please have a look at these branches?
