[Merge] lp:~andreserl/maas/precise.sru.yui.debian into lp:~maas-maintainers/maas/packaging.precise.sru

As per recommendation from Steve Langasek, we will no longer SRU packages for both yui3 and raphael. Rather, we will continue to ship them with the maas package.
This branch ships the JSLIBS (yui3, raphael) in debian/extras/jslibs. This was done by recommendation from Steve Slangasek in preparation to the SRU.
The reason why this is done is because starting from Quantal/Raring, the upstream source no longer contains the JS libs, hence, if we upload an SRU to precise a package of the same upstream version as being SRU in quantal, the upstream tarball needs to be exactly the same.
Hence, we cannot include the JS Libs if the quantal/raring upstream tarball don't have the, given that this will cause the archive to identify that the upstream versions are exactly the same, but the source tarball will fail to validate, as in Quanta/Raring will not contain the jslibs, and Precise would.
For this reason, it is better to ship the jslibs in the debian/ directory.
