Suppressing inline comment scroller rendering if the feature flag is disabled or if the BMP is superseded.

There are major issues that need to be fixed (XXXs) before landing. There are mainly related with the fact that a small part of the inline-comment feature is still implemented in the view domain, while the vast majority is JS. We have to find the write combination or stop caring about IC in view domain.
