The duplicate line is required to achieve build.failure_count == 2, which is necessary to replicate the conditions of the preceding test, except with BuildQueue.status == CANCELLING rather than RUNNING. I intend to revise TestFailureAssessements as a whole tomorrow, which should clean both up.
