I don't think this is correct. Firstly, I suspect it will at least leave BuildFarmJobs around for completed builds (and we probably need to fix existing data there). Secondly, there's no reason we can't delete a pending or building build; if the BuildQueue goes away, buildd-manager will sort out the builder so it's clean again.
