There's a cluster of about 33 (number varies slightly as you go back, probably due to binary packages being deleted) that have been repeatedly copied forward from old series.  If you ORDER BY datecreated then it's very obvious that it's just copies: the dates are consistent with when we opened translations for new series, and they're clustered in blocks with microsecond-identical datecreated values.  The last time I can find anything that looks like a manual addition was in March 2006, and the vast majority of manual edits (i.e. not in a block with identical datecreated values) stopped in November 2005.

I don't know of a better way of proving that they're no longer relevant than the exhaustive grepping I already did for this bug which showed that column to be unused.  I've also checked that lp:lp-get-ul10nstats doesn't use this column, and since it was neither exported nor visible in anything other than a single admin view, I don't think anything else could possibly be using it.
