The proposal to merge ~twom/launchpad:sassy-css-install-node-sass into launchpad:master has been updated.

Description changed to:

We want to avoid building the node-sass bindings, so give the path to a prebuilt one (downloaded from the their releases page) as an environment variable to `yarn install`.

Borrowed the appropriate binary handling from the SCA Makefile.

Can't land until after https://code.launchpad.net/~twom/launchpad/+git/launchpad/+merge/384614 and the nodejs upgrades
