I've tested this as best I can with Icehouse's Swift and it seems to be at least minimally compatible.  We unfortunately won't know for sure until we try to run production's librarian-gc and librarian-feed-swift, but basic API interaction was what I was most concerned about.

Fixes an incompatibility with Python 3.
