[Merge] ~cjwatson/rutabaga:in-tree-charms into rutabaga:master

This is very loosely based on https://code.launchpad.net/~canonical-launchpad-branches/charms/trusty/rutabaga/devel, but rewritten to use the reactive pattern, to work on xenial and above, to work with `squid-reverseproxy`, and to use a separate `rutabaga-auth-helper` charm so that `rutabaga` and `squid-reverseproxy` don't have to be colocated.
This requires https://code.launchpad.net/~cjwatson/squid-reverseproxy-charm/+git/squid-reverseproxy-charm/+merge/407896, and shouldn't be merged until that interface is agreed.
