Guruprasad has proposed merging ~lgp171188/launchpad:update-ols-vms-release-to-bionic into launchpad:master.

Commit message:
Update the release in ols-vms.conf to bionic

This is required because we are building a charm for Launchpad on
bionic and hence the wheels need to be built on bionic so that they
can be installed.
