I use `dateutil.tz.tzutc` here because I parse the dates with `dateutil`, and it returns the timezone as a `tzutc` instance.
I found `python-dateutil` in the requirements, but now I see that we don't really use it in the code. Should I re-implement the date parsing part to use the standard `datetime` package?
