This adds a README for `rutabaga-auth-helper`, as well as updating the README for `rutabaga` so that it makes more sense once we start publishing this charm on Charmhub.

I updated to the new Launchpad icon, and also changed some files in `rutabaga-auth-helper` to be copies of the same files in `rutabaga` rather than symlinks to them, since the symlink approach won't work when we come to building each of these charms using `charmcraft`.
