Major usages found in 

setup.py: tested it via creating a build.
scripts/wsgi-archive-auth.py: ran the correspoding soyuz tests. 


There are 2 setuptools plugins that I think are not being used anymore anywhere. setuptools-git and setuptools-scm. 

I also found a setuptools==50.3.0 version ztk-versions.cfg, but from the Launchpad pip integration doc it seems that requirements/launchpad.txt is the one where we update it and is priortized. 

Also tried running LP via make run.
