The `COMMENT ON` DDL statements will acquire a `SHARE UPDATE EXCLUSIVE` lock on the corresponding table, which in theory should allow application live as a hot patch. So make sure to test the hot and cold application on the staging database before proceeding to apply this live on the production database, and then merging this in production.

Do not merge this before applying this patch in production when it is ready.
