I'm of the same basic idea, I would prefer to keep the number of the
teams involved in all of this to a minimum: if we can do everything with
just two teams (-leaders and the new one), that would be better.

The problem is with the team to create for this mailing list: should it
be totally open? People like joining teams for having lots of Launchpad
icons, plus looks like there's always someone that gets subscribed to a
mailing list without even knowing...

Mailing lists are not available to groups... that would probably be a
nice feature...

I think we can use ubuntu-translators right now, or at least create the
new one and cross-post (as the new one would be totally empty) and
suggest people to subscribe.

I think that probably is better to have a page in help.launchpad.net or
wiki.ubuntu.com that details the "process" to get a team appointed to
"Launchpad Translators" group. We should document the 3-4 points
expressed by Danilo, plus what the person of the team should provide us
for making our life easier: links to their translations (if they have),
to their team page (they must have)... all that kind of stuff. One of
those detailed points is not OK, we suggest them what to do.

One note on point 1a from Danilo: if the team is totally new, they
should follow our "proposed guidelines" for running a team...
