New option "Import translations" is not yet funcional!

Hello Beta testers and Rosetta users!

I am currently working on the next stage of importing translations from
branches which includes importing actual translations in addition to
importing translation templates. This will be available in the next release.

For the feature I extended the options for translation imports and
landed that on edge - not realizing that it would show on the page right
away. So if you are using the "edge" servers (e.g. are an LP beta
tester), you do see this option on the "Settings" tab although it is not
functional yet.

PLEASE DO NOT activate this option as it causes OOPSes in the branch
scanner script. Your cooperation here will save me having to revert this
change. ;-)
