What do you mean follow up system?  Launchpad's bugtracker does allow for 
comments back and forth asking the user for more information and then 
providing it.  And if you file a bug, you are automatically subscribed to 
receive bugmail for it.  You can also subscribe manually to bugs that interest 
you or be a member of a team which receives all of the bugs for a certain 
package / project automatically.
