Well, asking the reporter for the version has been one of my first questions 
when dealing with bugs in the past ;).

No it can't. Nonetheless this idea is interesting: Could it be a heuristic to 
find out the distribution (dapper/edgy etc.) the reporter is using? That 
would also be valuable information imho.
