I would assume it's the same reason that people request cds to be sent
to them - they don't read, even what's blatantly in front of them.

Perhaps they think that because they occasionally use launchpad, they're
a launchpad user, and so get to ask ubuntu support based questions on
there. Still, i'm unsure why they think they don't fall into "ubuntu
user technical support".
Perhaps the launchpad-users can be clarified to "Discussion for
Launchpad users, on launchpad issues. For ubuntu support, see
http://www.ubuntu.com/support" or something.
If they even manage to fail that, then put their posts on moderation,
until they learn better.
