Are you thinking perhaps of, instead of the grey banner on edge that reads "This site is running pre-release code. Please report all bugs." to have something more visible, perhaps a dark red with white text which reads, within a few days of a roll-out, something like "We'll be updating Launchpad to version 1.2.2 on 21 February from 02:00 to 03:00 UTC." and then within an hour or so of the roll-out add the warning text of downtime that we have already?
