Welcome to PPA! So, you can't upload a version that's lower than the version of a package in the ubuntu archives, including for the Hardy Heron. This is currently 2.6.24-7.11. So, what you should do is to version your upload as 2.6.24-7.11+ppa1. Therefore, the next kernel upload to ubuntu will overwrite it (which is good, and usually the intended option). If you want to upload the package again, but don't want to change the "version number", giving an api bump, try using 2.6.24-7.11+ppa2, 2.6.24-7.11+ppa3, 2.6.24-7.11+ppa4, etc. This also has the nice side effect that you won't need to upload the .orig.tar.gz each time, as it will use the one already saved in your PPA.
