It looks like you are the lucky owner of a key with a non-unique 32-bit key ID:
pub 1024D/1A25D86C 1998-10-03 [revoked: 1998-10-07]
Key fingerprint = 3770 E76B BB8E C2EC 4EA2 29EB 9067 A4A8 1A25 D86C
uid Antoine BOURRET <bourret@xxxxxxxxxxxxxx>
pub 1024D/1A25D86C 1997-10-22
Key fingerprint = 2F24 AD89 E5D5 C92B 7FE2 F878 7ED5 2D38 1A25 D86C
uid John L. Villalovos <villalj@xxxxxxxxxxx>
uid John L. Villalovos <john@xxxxxxxxxxxx>
uid John L. Villalovos <netsol@xxxxxxxxxxxx>
uid John L. Villalovos <John.L.Villalovos@xxxxxxxxx>
uid John L. Villalovos <John.Villalovos@xxxxxxxxxxxx>
uid [jpeg image of size 3261]
sub 2048g/F9D5B434 1997-10-22
As the form in question takes a fingerprint, Launchpad should be able
to distinguish the two keys. There is a bug open tracking this
problem, which I see you've already found:
https://bugs.launchpad.net/launchpad/+bug/196253
James.
