As far as I understand the process (please correct me if I'm wrong) it's
supposed to work this way:

Upstream -> Debian (packaging) -> Ubuntu (sync/merge) -> Rosetta
(import) -> Rosetta (additional translations) -> Upstream

In other words: if you have new translations in Upstream and want to get
them into Debian and Ubuntu, the proper way would be to contact the
Debian package maintainer and ask him/her to prepare a new package with
the updated stuff. Once the new package is in Debian (unstable), request
a sync or merge (sync in case the package in Ubuntu is the same as in
Debian, merge in case the Ubuntu package has some Ubuntu specific
deltas) by filing a bug report in Launchpad against that package.
Once the sync/merge is done, the new translations will be imported into
Rosetta and supersede older entries in case the same string has been
translated into the same language before.
