No, uploads are not limited, although 324 Mb tarballs might be causing problems.

I know that other people already had success uploading the the same
tarball to other PPAs. My only guess it that it is a transient problem
that needs debug.

Can you please ping me on IRC when you have a chance to re-upload the files ?
