This has nothing particularly to do with Canonical. There are hundreds
of Ubuntu developers who had access to that bug report while it was
private, and most of them don't work for Canonical.

It's bad manners, and sometimes counterproductive, to mark a public bug
report as a duplicate of a private one. If it happens again to a report
you're involved with, I suggest you complain to the person who marked it
that way, rather than to the launchpad-users@ mailing list.

In the case of crash reports, sometimes the retracers automatically mark a bug report as a duplicate of a private one (at least I've seen that happen plenty of times before - I'm assuming it still does).
