If you have an upstream bug number like Gnome bug 320865 you can hand
craft a url like:

https://bugs.edge.launchpad.net/bugs/bugtrackers/gnome-bugs/320865/

Where 'gnome-bugs' is the bug tracker that upstream bug exists in and
320865 is the number of the bug in the upstream bug tracker.  You can
find a list of bug trackers that Launchpad knows about at:

https://bugs.edge.launchpad.net/bugs/bugtrackers/

In the event that there is no bug report in Launchpad linked to the
upstream bug tracker you will get a page not found error.

I think that something easier than what I've posted above should be
implemented in Launchpad.
