The first one I looked at had the wrong version specified.  From the build 
log:
  libcairo2-dev: Depends: libcairo2 (= 1.8.8-2ubuntu1~hardy~pgquiles2) but it 
is not going to be installed

In your PPA:
 libcairo2_1.8.8-2ubuntu1~hardy~pgquiles3

Note the last number in the version.  You've probably got the same error for 
other packages.
