The Ubuntu platform team strongly prefer it, since it guarantees a certain minimal amount of information in the bug report and can help prevent duplicates. If you are filing a bug on a regular software project hosted on Launchpad, then just use the webapp, following any instructions that the project maintainers have put there. jml
