I can sympathize with feeling frustrated when a PPA won't just "do what
I tell it to", but I think this design is good.

Since PPAs were first made available, I've seen a lot of people who
should know better (me included) make the initial mistake of trying to
re-publish a modified package without bumping the version number. I
think the version checks in PPAs are a really good thing, and over and
over again I see them provoking people into a better understanding of
how package versioning and publishing works.
