Yes, see
https://help.launchpad.net/Packaging/PPA/Uploading#Using_packages_from_other_distributions
for instructions on how to work around this.  Also, please note that
unless you're actually testing an SRU, there's no reason to use the
-proposed pocket in the changelog entry.
