Launchpad only accepts source uploads, and builds the binary packages
itself. Follow
https://help.launchpad.net/Packaging/PPA/BuildingASourcePackage to build
a source package, and ensure you're uploading the _source.changes rather
than _$ARCH.changes.

A recent upgrade broke the error handling which normally gives a better
error message.
