You need to put a valid section name in the Section field in
debian/control (probably in the first paragraph).  In this case, I'd
suggest "Section: admin".

As a side note, this seems like a waste of effort.  Why are you
packaging this from scratch when working packaging already exists in
Ubuntu?  If you need to change a package, it's almost always better to
start from what already exists rather than reinventing the wheel; if
you'd done that then you wouldn't have run into this problem.
