This is a duplicate of bug 185958; there is already a sprint planned to
remove launchpad.webapp to lazr. The specific problem does not affect
lazr.config, it

Bug description:
Currently canonical.lazr.testing.webservice.tests seem to rely on Launchpad code (for batching in particular), which means that FakeRequest also needs to be updated when LP batching code changes.
