Hello all.

The lazr-developers team has commit privileges to the lazr packages.   
In order for people to join it, they must have contributor agreements  
in place.

lazr-developers has also been the mailing list on which we can discuss  
lazr packages.  Requiring a contributor agreement to join the mailing  
list is too high a barrier.

The new lazr-users team has the mailing list we will use now: lazr-users@xxxxxxxxxxxxxxxxxxx
