Can you explain how you tried to report the bug, and how it failed?
You should be able to report a bug either from the terminal (by running
"ubuntu-bug libreoffice-core") or on Launchpad directly, at
https://bugs.launchpad.net/ubuntu/+source/libreoffice/+filebug.

Generally you can't use a deb produced and distributed by The Document
Foundation together with the LibreOffice Ubuntu packages, they are not
meant to function together. The request to add the missing package for "my"
looks valid, please file a bug for this indeed.
