I know Walter, but the Ubuntu team itself made the decision - and we users have to live with that, what we've got:
- crash reports in /var/log
- no (automatic) upload to Launchpad


I will do a upgrade within the next weeks to Trusty, so i hope than it's gone (test machine looks good).
