I've identified the source of the issue as a change in the Plymouth
themes directory.  Fix committed at https://bazaar.launchpad.net

  Black background at first login

Bug description:
  Install from xenial daily.

  Reboot.

  Black background rather than default wallpaper shows.

  Once a login/logout/login cycle has been completed, greeter background
  shows default wallpaper as expected.
