[Bug 1587213] [NEW] user wallpaper changes to default wallpaper after 1-2 seconds

When setting lightdm to use the user wallpaper in the Lightdm GTK
Greeter settings tool, after user logs out the users wallpaper appears
as the greeters background. After 1-2 seconds the screen flashes once
and reverts to default background.
