There is never any guarantee of anything in life, and I'm wary of us
cooking up a process that works around the fact that upstreaming is an
integral part of the task. I think we should invest in being more
scientific and organized about approaching upstreaming in general,
though, and I'm happy to participate and figure out what we can do to
improve that.
